Introduction

 

Washington is often compared to Los Angeles—more specifically, Washington is often compared to Hollywood.  I have even heard Washington called “Hollywood for the ugly”.   Having spent a great deal of time in Southern California, I have to say that in many ways the comparison is apt. 

 

Sex is an important element in the makeup of both Washington and Hollywood.   Though power is an aphrodisiac in Hollywood, it is more so in Washington.  And, gay sex is as rampant in Washington as it is anywhere-again, maybe more so—Hollywood included.   

 

Given its history, it should not be surprising that sex, including sex between men, is such a common component of the machinery of our nation’s capital.

Before the Civil War, Washington was a city composed up of a relatively small number of career politicians, a limited bureaucratic class, merchants who catered to them and a sizable number of freed slaves.  As in most cities of modest size at that time, there were a number of brothels to serve the local population, the politicians and visitors who came to do the government’s business when Congress was in session.   

 

With the onset of the Civil War, Washington was flooded with new arrivals.  Many were called to wear the uniform of the armed services.  Many more were called to take up posts within the newly expanding government departments and offices and many, like today, were people trying to sell things and ideas to the government.  Almost all of these new Washingtonians were men—single men or men away from their spouses for months or even years at a time. 

 

As the number of potential patrons soared, so did the number of brothels and the women who provided services in them.  Unofficial Washington history also documents a number of services catering to men who enjoyed the company of other men.  In rough and tumble Washington of the 1860’s, the sex trade operated in the open.    

 

Following the Civil War, city fathers, at the insistence of some members of Congress disturbed by the licentiousness of the war era, cracked down on the sex trade without intending to stifle it altogether. 

 

Although businesses dealing in sex went more or less underground, sex was easy to enough to find.  Information traveled along an efficient network of gentlemen employed on Capitol Hill and in the offices of the government.  A letter of introduction in veiled language or a card was all that was needed for a politician, bureaucrat, member of the diplomatic corps, admiral or general to be admitted into an establishment offering whatever sexual pleasure he desired at a price.

 

With the coming of two world wars and the shaky peace between them, the experience of the Civil War years was repeated on a larger scale.  Immediately prior to World War II, single men reportedly outnumbered single women in the District three to one.    Rooming houses cropped up to house them, restaurants were launched to feed them, and brothels opened their doors to entertain and service them.  In the company of so many men, private clubs and other businesses were launched to cater to the city’s growing gay clientele.

 

Since the end of World War II, Washington has grown, spreading like a wildfire far into the Maryland and Virginia countryside.  It has become wealthier, more sophisticated and diverse.

Despite the demographic changes, one thing has not changed—Washington is still a city with a voracious appetite for sex.    It doesn’t matter which party holds the White House or a majority in Congress (although, time has proven that Republican administrations are better for my business), sex sells well in the District of Columbia and its environs. 

 

There are the cheap flophouses in Southeast Washington and near Capitol Hill specializing in quick sex for a few dollars.  There are the street walkers and hookers in Southeast who sell themselves for the next fix.  There are the bored housewives in Northwest, Bethesda and Vienna who turn tricks in their homes after the children head off to school.  There are massage parlors, Turkish baths and other bath houses.  There are sex clubs and orgy rooms.  Yet, the number of clients of these establishments probably pales in comparison to the number of casual hook-ups that occur each day between strangers—men and women, men and men, and women and women—who meet by chance in government buildings, restaurants, shops, elevators, on the Metro or passing on the street.   

 

Finally, hidden among the monuments, historical places, solemn buildings housing the government bureaucracy, the gated and guarded embassies and along the tree lined streets, are well-heeled establishments providing discrete and unique sexual pleasures for those who are able to pay for them.
